The 1949 Convention on International Road Traffic requires that you have a valid driver’s license in your home country; a learner’s permit is not a license and therefore does not count.

You can not cross an international border.

A permit is NOT a drivers license its only permission to learn how to drive and there are no reciprocal agreements for a permit, only for driver licenses.
